Road Vehicle: - Motor Vehicles –GPS Integrated Speed Limiter Devices

 

Scope

This standard specifies the requirements for the performance, installation and test methods of the GPS integrated speed limiter device designed to limit the maximum road speed of motor vehicles by control of engine power.

This standard also specifies performance requirements of speed recording and reporting devices. These shall be a separate unit to be installed on the vehicle.

NOTE: Permitted tolerances of the system may allow the vehicle to exceed the set speed.

3.2. Terms and Definitions

For the purpose of this Ethiopian standard the following terms and definition shall apply

3.2.1.

Calibration

is the comparison of measurement values delivered by a device under test with those of a calibration standard of known accuracy. Such a standard could be another measurement device of known accuracy, a device generating the quantity to be measured such as a voltage, sound tone, or a physical artefact, such as a meter rule

 

3.2.2.

Maximum speed (Vmax)

The maximum speed reached by the vehicle on the first half period of the transient response curve, if any (see

Fig.1), if not, the cases as given in the Fig.2, Vset = Vmax.

 

3.2.3.

set Speed (Vset)

the intended mean vehicle speed when operating in a stabilized condition. It shall be marked on the vehicle.

3.2.4.

Speed limiter/governor Device

a device whose primary function is to control feed to the engine in order to limit the vehicle speed to the specified value. The purpose of the Speed limiter device is to limit the maximum road speed for vehicles to a specified value without affecting the other performance parameters of the vehicle in any manner.

3.2.5.

Speed limiter/governor Function

a function to control feed of the vehicle or engine management in order to limit the vehicle speed to a fixed maximum value.

3.2.6.

stabilized Speed (Vstab)

the stabilized vehicle speed is the average speed calculated over a minimum period of 20sec beginning 10sec

after the set speed is achieved (see Fig.1) and meeting the requirements specified in clause 8.7.1.3.3.

4. Requirements

4.1. General requirements

4.1.1. Speed limiter devices shall have a built in / integrated GPS.

4.1.2. Speed limiter devices shall be designed, constructed, assembled and fitted to the vehicle that it will perform satisfactorily, despite the vibrations and temperature to which it may be subjected.

4.1.3. Speed limiter devices shall be calibrated and maintained in a good working order; and capable to limit the speed of a vehicle at the set speed as stipulated by the regulatory body.

4.1.4. Speed limiter device shall be so designed, constructed and assembled and fitted to the vehicle to make it maximum tamper proof and fail safe, against various factors such as disconnection / failure of various components e.g. power supply, speed sensor, mechanical actuator system, linkages etc. or any unauthorized modification and adjustment to the system.

4.1.5. The speed limiter device systems shall be "failsafe" in such a way that if the plug/s to the electronic controller is/are removed, power is disconnected or if the speed signal and/or wire is disconnected the vehicle shall automatically, default to a limp mode or the engine shall stall or return to idle or, at least, and thus shall not be able to be driven in excess of thirty kilometers per hour. (30km/h).

4.1.6. For the purpose of anti-tampering of the setting of the "set speed" of a speed limiter device, the connection points on a speed limiter device for adjustment of "set speed" shall be properly sealed and protected from unauthorized adjustment.

4.1.7. The device shall support hand held portable printer (Bluetooth, WiFi, etc) enabled.

4.1.8. The speed limiter function or road speed limiter shall not interfere with the brake system of the vehicle.

4.1.9. The speed limiter function or road speed limiter shall be EMCcompatible or shall have Anti-Jammer mechanism.

4.1.10. Speed limiter devices shall be so constructed that the vehicle may not be accelerated by the operation of the acceleration devices, such as the accelerator pedal, when the vehicle is running at its set speed.

4.1.11. The speed limiter function or the speed limiter device shall allow normal accelerator control for the purpose of gear changing.

4.1.12. The road speed limiter device shall allow normal acceleration and full engine power up to the set maximum speed limit when the limitation function comes to play.

 

4.1.13. The speed limiting function shall be performed progressively in such a mariner that excessive juddering or discomfort is not caused.

4.1.14. The speed limiting function shall not cause engine back firing.

4.1.15. The speed limiter function or the road speed limiter shall not cause uncontrolled engine power.

4.1.16. No malfunction or unauthorized interference shall result in an increase in engine power above the demanded by the position of the driver's accelerator. The malfunction of the speed limiter devices shall not affect the normal vehicular performance;

4.1.17. The speed limiter function shall be obtained once the vehicle speed reaches the set maximum speed regardless of the position action on the accelerator a driver may apply.

4.1.18. The speed limiter function shall be independent of the condition or soundness of the speedometer.

4.1.19. When the vehicle, running at its set speed and with the driver's accelerator at its position of maximum travel, is subject to an accelerating force due to a down gradient, the limiter shall control speed by restricting the engine power to the limiter's minimum engine power control setting.

4.1.20. The speed limiting device shall be so designed, constructed and assembled so as to resist vibrations, corrosion, dust, humidity, petrochemicals and aging phenomena to which it may be exposed.

4.1.21. The road speed limiting device shall be resistant to reverse polarity connections.

4.1.22. The road speed limiting device shall be designed and constructed in such a way that it can be fitted in a place not easily accessible.

4.1.23. The road speed limiting device shall have in built features that allow functionality checks and shall have special inspection devices for this purpose to facilitate the checking when the vehicle is not in motion.

4.1.24. The actuation force of the controls should not have a detrimental effect on the driver's efficiency or impose fatigue on the driver.

4.1.25. Speed limiter device shall remotely communicate through telecom infrastructure.

4.1.26. Speed limiter device shall have geo-fence management feature.

4.1.27. The input speed signal shall be obtained from global navigating system (GNS) or speedometer vehicle

 

speed signal or a converted speed signal from vehicle gearbox or from other separately installed sensor as deemed appropriate.

4.1.28. The speed limiter devices shall be of industrial grade and designed for automotive application.

4.1.29. All components necessary for full function of the speed limiter or the Speed limiter device shall be energized whenever the vehicle is being driven.

4.1.30. The device should provide functional check facility by which the set speed and functioning can be checked by the field and other concerned authorities.

4.1.31. The speed limiter device system shall be equipped with a system which shall accept an external device for testing the speed limiter and verifying its functionality.

4.1.32. All speed limiter device system shall able to be checked for accuracy and functionality.

4.1.33. The speed limiter device system shall be able to be verified. Authenticated and tested whilst the vehicle is "on" the road.

4.1.34. Road speed limiting device shall have a users and technical's manual, both written in English/Amharic.

4.2. Document requirement

4.2.1. At minimum name of the manufacturer; serial number. month and year of manufacture details shall be marked on each speed limiter device.

4.2.2. The manual shall include at minimum the following information.

i. The expected behavior of a vehicle where a road speed limiter has been fitted. '

ii. Driving tips for a vehicle where road speed limiter has been installed

iii. What should not be done to the installed road speed limiters

iv. What should be done in case of malfunction

v. The liability of the owner or driver of vehicle for tampering with the road speed limiters.

4.2.3. Technicians manual shall include at minimum the following information.

i. Principles of operation covering details of how the road speed limiter works.

ii. Fitting Instructions.

iii. Calibration or programming instructions.

iv. Inspection and functionality checks.

v. Maintenance and troubleshooting instructions.

vi. Parts list.

vii. Manufacturers name and authorized trade mark.

viii. Model.

 

5. Specific requirement

5.1. Power supply

5.1.1. The system shall function normally when connected to a power supply in the range (6/12/24V)OC.

5.1.2. The power of speed limiter device shall full fill the requirement specified in table 1

5.2. Recording and tracking

5.2.1. The recorder shall incorporate a combination of an onboard and off-board mechanism for recording and storing the speed of the vehicle.

5.2.2. The speed shall be recorded in Km/h at not more than five seconds interval.

5.2.3. The retrieved data shall clearly and in an unambiguous manner display the date

(dd Imm Iyyyy) of recording.

5.2.4. Each entry shall be time related (either 24 hour or 12 hour format).

5.2.5. Each entry shall capture global position coordinates.

5.2.6. The recorded data shall be in the same format for both the onboard and off board storage Systems

5.2.7. The minimum information of the data to be recorded and transmitted shall include the following:

a.Real-time online tracking on Fleet Management System (FMS) platform via GPRS and via Google Map link

b. Update position online by time interval and distance

c. History data recording including: Speed, License No., Odometer, Date & Time, Driver identification, physical address, telephone

d. Alarm for external power cut, low battery alarm, overspeed alarm, geo-fence alarm and out of operation time interval alarm

e. Speed limiter device report: Distance travelled, Last Position, Satellite photo, trip report, status report, tamper report, driving or operation time interval report

5.2.8. Memory capacity of the speed limiter device shall have a minimum capacity of saving 5,000 blind data.

5.2.9. The speed limiting system shall incorporate a mechanism for recording the speed of the vehicle of the last 24 hours, which speed shall be date (day, month and year) and time related.

5.2.10. Speed limiter device shall provide at minimum date (day, month and year) and time related, location and speed information

5.2.11. The speed limiting system shall store the data in a non erasable memory for at least 72 hours even if the power supply is disconnected.

5.2.12. Speed limiting system shall ensure data retrieve mechanism (without loss of data) at the point of inspection without using specialized equipment.

5.2.13. The retrieved data shall be in a format that the motor vehicle inspection officer will be able to understand without requiring the services of a speed limiter specialist.

5.2.14. Speed limiter device shall have ± 5km/hr speed accuracy tolerance.

5.2.15. The speed limiting system shall upload the data at not more than 60 seconds interval.

5.3. Speed Limiter GPRS requirement

5.3.1. GPRS Of speed limiter shall have a minimum of Multi-slot Class 8 (4Rx, 1Tx, 5 slot Max.)

5.3.2. GPRS Of speed limiter shall Support at minimum four coding schemes (CS-1, CS 2, CS-3 and CS-4) download speed at least speed 85.6kbps upload speed is at least 21.4kbps

5.4. Positioning Accuracy of GPS shall be Less than 5 meters at 20 RMS

5.4.1. GSM Frequency of the speed limiter GPS shall be based on national telecommunication requirement.

6. Warranty

shall be properly documented on a warranty card issued to the vehicle owner where the road speed limiter is installed.

7. Safety requirement

7.1. All cable or harness connectors in the speedometer circuit shall be wired and sealed. All connections shall be soldered and insulated with a flame proof insulation tape of adequate length of such a color as to blend well with the rest of the vehicle wiring.

7.2. The speed limiter function or the Speed limiter device shall operate satisfactorily in its electromagnetic environment without unacceptable electromagnetic disturbance for any other device in the environment.

7.3. The speed limiter device shall pre-warn the driver, by way of a high frequency buzzer, optionally flashing light signal can be used that the set speed is being reached. This warming shall occur at 5% prior to the set speed and shall continue buzzing once the set speed is achieved/ exceeded.

7.4. When the set speed is reached, the speed limiter device shall temporarily cause the engine to lose power.

Engine power shall be reinstated at a speed not less than the pre-warning switch point, which is 5% below the set speed.

7.4.1. A second (critical) set point should activate a retarder device (where legislated) when this set point is reached. This set point should be no more than 5% above the standard set point and shall, automatically, activate the retarder to ensure that the vehicle cannot exceed the preset limit.

7.4.2. The backup battery shall be safe, environmental friendly and shall not be toxic

 

8. TESTS

8.1. The speed limiter device should be approved as a device alone when it meets the requirements of clause 8.3 and 8.4.When it is intended for a specific vehicle model, it should meet the requirements of clause 8.6.

8.2. Five samples of speed limiter device shall be provided - four samples for the performance and endurance test described in clause 8.3 and 8.4 and one sample as fitted on the vehicle for carrying out.the tests prescribed in clause 8.5. In the case of add-on or on-board system built in the vehicle, the involved system and its components should be provided separately for the performance and endurance tests.

8.3. Performance Tests

All the four samples shall be tested for performance as prescribed in clauses below.

8.3.1. Visual Examination

8.3.1.1. The speed limiter shall be visually examined for workmanship, finish, marking and general requirements mentioned in clause 4 pertaining to the components alone.

8.3.2. Functional Test and Power Consumption

8.3.2.1. The speed limiter shall be connected to the rated voltage. The speed limiter device shall be coupled to a suitable test rig and tested for its function viz. limiting the speed at the set value. The maximum current consumption is noted. The maximum current of each type of speed limiter device shall not exceed the values specified by the manufacturer.

8.3.3. Operating Voltage Range

The speed limiter shall operate satisfactorily over the following voltage:

8.4. Endurance Tests

8.4.1. Endurance tests on speed limiter device should be carried out as per the following procedure and conditions specified. The device shall work satisfactorily during the tests and shall meet the performance requirements as given in 8.3. after the test. However, if any breaking down of the device occurs during one of the endurance tests, a second device can be submitted to the considered endurance tests at the manufacturer's request. The speed limiter device should be mounted on a test bench simulating the attitude and movement to simulate the vehicle conditions.

Note - For speed limiting function as inbuilt feature in the engine ECU shall be submitted to the endurance test prescribed below. However, this may be omitted if the applicant demonstrates resistance to those effects.

Here "demonstration" means - Declaration by manufacturer in a format (Annex A) or Submission of relevant test reports.

 

8.4.2. Endurance Test at Ambient Temperature

8.4.2.1. The component should be tested for 50,000 cycles as described in Fig.3 at an ambient temperature

of 30°C ± 5°C.

8.4.3. Endurance Test at High Temperature

8.4.3.1. Electronic components: The components shall be cycled in a climatic chamber. A temperature of

65°C ± 5°C is maintained during the whole functioning. Number of cycles: 12,500.

.

8.4.3.2. Mechanical components: The components shall be cycled in a climatic chamber. A temperature of

100°C ± 5°C is maintained during the whole functioning. Number of cycles: 12,500.

8.4.4.Endurance Test at Low Temperature

8.4.4.1. Speed limiter device components shall be cycled in the climatic chamber used for conditioning to a

temperature of -20°C ± 5°C is maintained during the whole functioning. Number of cycles: 12,500. •

8.4.5. Endurance Test with Damp Heat Cycling.

8.4.5.1. The component shall be mounted and tested as described in 8.5 except that the component

should be mounted in a chamber, whose environment is varied according to Damp Heat Cycle Test

with upper temperature that comply IEC 60068-2-38.

Note: This test is not applicable to Speed limiter Function (SLF).

8.4.6. Endurance Test under Vibration

8.4.6.1. The speed limiter device is mounted in a similar way to its mounting on the vehicle. Sinusoidal

vibrations shall be applied in all three planes. Logarithmic sweep shall be 1 octave per minute; First

test: frequency range 10-24 Hz, amplitude ± 2 mm; Second test: frequency range 24-1,000 Hz For

chassis and cab-mounted components, input 2.5 g. For engine-mounted components, input 5g.

Test duration: 1 hour in each axis. (use Kenya standards for this part)

8.4.7. Endurance Test - Salt Spray

8.4.7.1. The components, exposed to ambient road environment, shall be kept in a salt spray chamber with

5 percent concentration of sodium chloride and internal temperature of 35°C ± 2°C for 12500

cycles.

8.5. Performance Tests on the Device as Fitted on the Vehicle

8.5.1. speed limiter device as installed on specified vehicle type can be approved as per choice of

supplier by either of the following methods; mentioned in 8.3 or 8.4.

8.5.2. The general requirements mentioned in clause 4 pertaining as fitted on the vehicle should be

examined during the test.

8.6.Measurement on Test Track

8.6.1. Preparation of the Vehicle

8.6.1.1 The device should be fitted on the vehicle to be approved. The settings of the engine of the test

vehicle, particularly the fuel feed (carburetor or injection system) shall conform to the

specification of the vehicle manufacturer. The tyres shall be bedded and the pressure shall be

as specified by the vehicle manufacturer. The vehicle mass shall be unladen mass as declared

by the manufacturer.

8.6.2.Characteristics of Test Track

8.6.2.1. The test surface shall be suitable to enable stabilized speed to be maintained and free from uneven patches. Gradients shall not exceed 2 percent and vary by more than 1 percent

excluding camber effects

 

8.6.3. Wind Conditions

8.6.3.1. The mean wind speed measured at a ~eight at least 1 m above ground shall be less than 6 m/s

with gusts not exceeding 10 m/s.

8.7. Acceleration Test Method

The vehicle running at a speed, which is 10 km/h below the set speed, shall be accelerated as

much as possible using a fully positive action on the accelerator controls. The action shall be

maintained at least 30 s after the vehicle speed has been stabilized. The instantaneous vehicle

speed shall be recorded during the test in order to establish the curve of the speed versus the

time and during the operation of the speed limiting function or of the speed limiter device as

appropriate. The accuracy of speed measurements shall be ±1 percent and that of time

measurements within 0.1s.

8.7.1. Acceptance Criteria for Acceleration Test

8.7.1.1. The test shall be satisfactory if following conditions are met.

8.7.1.2. The stabilized speed reached by the vehicle shall not exceed the set speed (Vstab and Vset).

However, a tolerance of 5 percent of the Vset value, or 5 km/h, whichever is higher is

acceptable.

Transient Response (Fig.1)

8.7.1.3. After the set speed is reached first time,

8.7.1.3.1. The maximum speed shall not exceed the set speed, Vset by more than 5 percent.

8.7.1.3.2. The rate of change of speed shall not exceed 0.5 mls2 when measured on a period greater

than 0.1 s.

8.7.1.3.3. The stabilized speed conditions specified in clause 3.2.6 shall be attained within 10 s of first

reaching of the set speed Vset.

Stabilized Speed (Fig.1)

Vstab is the average speed calculated for a minimum time interval of 20s beginning 10s after first

reaching Vset.

8.7.1.4. When stable speed control has been achieved,

8.7.1.4.1. Speed shall not vary by more than 4 percent of the set speed Vset or 2 km/h whichever is

higher.

8.7.1.4.2. The rate of change of speed shall not exceed 0.2 m/s2 when measured on a period greater

than 0.1 s.

Acceleration tests shall be carried out and the acceptable criteria verified for each reduction

ratio of gear allowing the speed to be exceeded.

8.8. Test Method at Steady Speed

The vehicle shall be driven at full acceleration till a steady speed is achieved, then shall be

maintained at this speed for at least 400 m. The test shall then be repeated in the opposite

direction. The stabilized speed for the whole test is the mean of the two average speeds

measured on both directions. The whole test including the calculation of the stabilization speed

shall be carried out five times. The speed measurement shall be carried out with an accuracy of

± 1 percent and the time measurement with an accuracy of 0.1 s.

8.8.1.Acceptance Criteria for Steady Speed Test

Tests are judged satisfactory if following conditions are fulfilled,

 

a} None of the stabilization speeds Vstab obtained shall exceed set speed Vset. However, a tolerance

of 5 percent of the Vset value or 5 km/h whichever is greater is acceptable;

b) The difference between the stabilization speeds obtained during each test run shall be equal to or

less than 3 kmlh; and

c) Tests in steady speed shall be carried out and the acceptance criteria verified for each reduction

gear ratio allowing, in theory, the speed limit to be exceeded.

8.9. Tests on Chassis Dynamometer

8.9.1. Acceleration Test Method

The power absorbed by the brake of the chassis dynamometer during the test shall be set

to correspond with the vehicle's resistance to progressive movement at the tested

speed(s}. This power may be established by calculation and shall be set to an accuracy of

±10 percent. At the request of the manufacturers, the power absorbed may alternatively be

set at 0.4 Pmax. (Pmax is the maximum power of the engine). The vehicle running at a

speed which is 10 km/h below its set speed shall be accelerated to the maximum possible

engine speeds by a fully positive action on the acceleration control. The action shall be

maintained for at least 20 s, after the vehicle speed has been stabilized. The instantaneous

vehicle speed shall be recorded during the test in order to establish the curve of the speed

versus the time and during the operation of the speed limiter device.

8.9.2. Acceptance Criteria for the Acceleration Test

The test shall be satisfactory if conditions of clause 8.7.1. are met.

8.9.3. Test Method for Steady Speed Test

8.9.3.1. The vehicle shall be installed on the chassis dynamometer. The following acceptance

 

criteria should be met for power absorbed by the chassis dynamometer varying

progressively from the maximum power Pmax to a value equal to 0.2 Pmax. The speed of

the vehicle shall be recorded in the full range of power defined above. The maximum speed

of the vehicle shall be determined on this range. Test and record defined above shall be

made five times.

8.9.3.2. Acceptance criteria for steady speed tests are judged satisfactory if the conditions of clause 8.8.1
